Marcus D'Souza: April 1919 - October 2016: An Appreciation by Mervyn Maciel

Marcus D'Souza who died recently at Hindhead in Surrey had a distinguished service career both in Uganda and latterly in the United Kingdom. Having completed a Course in Shorthand, Typewriting and Book-Keeping in Goa Marcus arrived in Uganda at the young age of 17 to take up a job with Imperial Airways which his Uncle had arranged.

He later joined the Uganda Civil Service and, over a period of 14 years rose to the position of Administrative Secretary in the Ministry of Veterinary Services. In this position, he had authority over Secretarial, Clerical and Accounting staff. He was also involved with Staff matters negotiating with the Head of the Civil Service while holding the post of General Secretary of the Uganda Civil Service Consultative Council. Improvements to Terms of Service were secured during his tenure here. In 1957, Marcus transferred to the Government Training Centre to set up the department that would train Secretaries locally, thus reducing overseas recruitment. He trained over 500 students while also acting as Principal of the Centre for a period.

On moving to London, Marcus worked firstly for the International Coffee Organization in London and latterly for the International Cocoa Organization (both United Nations bodies) rising to the position of Controls Officer responsible for regulating global trade in these commodities. In retirement, he was, for a while, on the staff of Sutton College of Liberal Arts teaching Tee-Line shorthand to students and later also coaching journalists from the local Sutton newspaper. He had exceptionally high speeds at this brand of shorthand.

With his interests of the Goan community at heart, he later became a Founder Member of SCOGO, and the fruits of his labour can be seen to this day with the staging of the annual Goan Festival by the Goan Association (UK) every summer. Marcus's other interests included acting, producing Goan Tiatrs, travel and taking his family on driving holidays across East Africa and Europe. He was also active in the church and did charitable work.

Marcus is survived by his wife Rita (Melinda), sons Raymond, Reuben and Ralph. His Requiem at St. Elpheges Church in Wallington, Surrey was well attended by family and some of his Goan friends.

'Drop in pound value may impact UK charters'

31 Oct: Times of India. While early trends indicate that the coming tourist season will bring cheer to Goa’s tourism stakeholders, the drop in the pound is likely to weigh down on additional charter flights that are expected later in December, director of Resort Rio Anup Shah said. Given that domestic tourist arrivals remain strong, the Resort Rio Group has focused on domestic travellers and the strategy has seen the company clock a 30% growth in turnover in the last six months…  click here

Scarlett Keeling case: Clouded investigations and buried truth?

1 Nov: Times of India. Eight years, three months, 23 days; 30 witnesses and a trial presided over by six different judges. No other case in Goa has arguably consumed as much media coverage, police work and legal scrutiny as the Scarlett Keeling death. The acquittal last month of the two men accused of causing her death, has left Scarlett's mother, Fiona MacKeown, shattered. MacKeown had to borrow money to fly into Goa for the verdict… It is perverse to blame Fiona MacKeown for her daughter's death or to condone the police's gross mishandling of investigations… 1115 words.  click here

Another deadline comes and goes for installation of taxi meters

1 No: Herald. Four extensions and date changes later, the government seems to have no teeth in implementing a 2015 amendment in the Goa Motor Vehicles Rules, 1991 making it compulsory for all cabs in the State of Goa to be fitted with a fare meter of digital type with printer and Global Positioning System (GPS) tracking device… But the government with Ramkrishna (Sudin) Dhavalikar as Transport minister has been weak before the taxi mafia and helpless in the face of the exorbitant rate fare controlled by the taxi unions who fleece of tourists continues in Goa…  click here

Cremation Now Has Pope's Blessings, But Will Indian-Christians Adopt It?

31 Oct: Outlook. By Fr. Cedric Prakash. Every year on November 2, a large section of Christianity observes ‘All Souls’ Day’, a sacred day on which they commemorate the faithful departed… For centuries there was a ban on cremation. In 1963 there was a major shift in the Church’s position… As cremation among Christians gains wider acceptance, there are at the same time some ‘ultra-modern’ and ‘weird’ ideas being flaunted as to what one can do with the ashes of a loved one after cremation… According to new instructions, ashes should not be scattered at sea or kept in urns at home; cremated remains should be kept in a "sacred place" such as a church cemetery. Ashes should not be divided up between family members, "nor may they be preserved in mementos, pieces of jewellery or other objects.” … 1355 words.  click here
