Who the bleep cares about poor Goan girls?

A few months ago, while writing in connection with the Scarlett Keeling case and the role of Goan police on GoanVoice UK, I posed the questions: "If a woman with the weight of a British Press and Foreign Office, cannot get answers, what chance do insignificant mortals without recourse to the echelons of power, have in expecting justice?" It seems we now have the answer to this question. None.

As of May 13th, 2009, one Mohanand has admitted to killing 9 Goan girls in the Ponda region of Goa. If the charges happen to be true, he could become Goa's first serial killer. It seems ordinary Goans cannot expect any protection from the police. The tragedy of Goa is not that it is an unsafe place; it is still by far a safe place. The real tragedy of Goa is the lethargy and apathy of the police.

Take the case of Mohanand. His modus operandi was similar. He would befriend the hapless girls, promise them marriage and on the day of the secret assignation, request them to dress in their finest clothes and jewellery. That would be the last they were ever seen. Even if we allow for the fact that the crime spree was spread over a 15 year period and similarities could not be pieced together for the authorities to see the commonality, a very basic and cursory investigation would have revealed a suspect and an artist's sketch. Someone would have seen or heard about Mohanand. Girls are known to confide in girlfriends or they might have been seen in his company. Presumably Monhanand did not have a magic coat which made him invisible. It becomes obvious that our fattened police fed on indifference and callousness did not bother to question anyone remotely related to these crimes. Instead, no doubt, once the missing persons report was filed it was put away in some dusty filing cabinet never to see the light of day again.

The traffic police are unable to maintain order even at a traffic junction. The narcotics division is busy taking bribes along the Calangute-Anjuna belt; burglaries in the South of Goa are becoming more the norm than the exception and now we can be assured the homicide division is possibly the most inept of all. The irate villagers in Mohanand's village set fire to his family home, driving them away. It is not Mohanand's house they should have torched. Instead it is the police department that has to come in for serious questioning and accountability. It is the police department that owes a serious apology to the people of Goa.

Still there is hope. A few weeks ago, a Russian tourist wearing the T-Shirt with the words Om, was apprehended. We can live with the peaceful reassurance that T-shirt culprits at least will be severely dealt with by our police.
